I do not think that it is a fair offer as you can bargain for a little less in your home country itself !!

Based on my 11 years local experience, this salary is little less if:
1. you possess 2+ years experience in a bank
2. your new employer is also a bank / finance house.
3. the salary that you were drawing for past 3-4 months, is already 60% – 70% or more than the new offer.

However, if you are planning to stay here for more than a year, this offer is ok, as you can switch over to a new job after one year, and then obviously you will be offered at least 50% more by your new employer.
